Yeah, I basically went through the same process of figuring it all out myself from just looking at other sights and dicking around with some INS2 stuff. So try and see how far you can get and let me know if you get stuck. If you want, you can do as much as you can figure out and then I'll take a look at it to see if you missed anything or if anything needs tweaking.

I can't thank you enough. Wow... I wasn't expecting a whole essay on this.

What I basically did is try to immitate one of the optics I saw in a pack, but seems like my efforts were nonsensical. The _hds stuff confused the hell out of me.

The transparency issue on the holoscout is very interesting. I set it to be translucent, but one of the two lens parts weren't see-through for some reason. BOCW materials aren't the friendliest to work with.

As for the lua file you can basically use the same template for every reflex sight but there are variables for scale, position, and where the red dot is centered. I try to compare everything to how a EoTech looks on a GSO M4 to get an idea of how big and where on the gun the sight should be.

If you follow this closely it'll get you through every rds/reflex sight.
Scopes are a little different, they need a separate model_hsp. What I do is I get the QC the way I want it, then make a copy and remove the main bodygroup and change it so the model saves with _hsp at the end. You can use
steamworkshopdownloader io to download one of my addons so you can unpack them and see what their models and lua and QC files look like for further reference.
I'd do all the reflex sights first then move on to scopes because their lua and models are slightly different. If you need more help let me know.

Sure. Well for one thing the lense isn't transparent. So I just said screw it and changed that to an eotech lense material. You could do that to all but your scopes, I'd leave there lenses as is. As for the materials, I think the way I changed the vmt to make it look good with the proper detail but you can mess around with it if you need to. I'd find a template that works and change all the vmts to match. In the QC for the Holoscout you 1) had two bodygroups for the main model which was redundant, I don't know why you thought you needed that but more importantly 2) you didn't define the holosight attachment in the QC file. I'll give you these files just so you can see what I mean, but what I'd do for each model is have a $definebone (you can just copy paste mine), compile the model, open it in the View tab of Crowbar, go to attachments, and just mess around with the values until you get it positioned right (I'll include a screenshot to show you).
