Double upkeep and double background income - for small armies campaigns

Description
This mod is intended for people who likes small scale army battles.

An important component in having less armies on the campaign map is the upkeep of the units. So this mod doubles the upkeep for both player and AI meaning that in the end there will be about half the units running around on the campaign map. As this is too punishing for the start of the campaign I have also doubled the background income.

This mod is compatible with everything that does not tamper with upkeep and background income. This mod does not touch any individual unit.

The mod is safe to add/remove at any time, though the impact on economy is significant, so better to have from the start of a campaign.

If you worry about tomb kings and beastmen because they do not pay any upkeep, you can consider using this mod to limit their army size:

How to play with small armies:

Start a new campaign and immediately save the game before doing anything else. Quit out and load up a save parser to edit your save file and edit the maximum units per army to for instance 12. You find a save parser here:

Subscribe to the CTT mod if you want your lords and heroes not to be as dominant as in vanilla. I kinda like the CTT balance. YMMV. The CTT mod is here:

If you don't like doom-stacks you can also install a cost-based army caps mod and set the cap to for instance 10000 points (in CTT scheme that fits well with a 12 unit army limit). A cost-based army cap mod working with CTT can be found here:

I haven't played to many campaigns yet with this mod to see if either one of those factions becomes OP. So far they've been pretty quiet.

The tomb kings and beastmen are completely unaffected by this mod.

Their primary expansion are by increasing army capacity and secondarily by increasing unit capacity. Perhaps making a second mod that tinkers with this could be done. At the moment I am not really feeling these factions as dangerous. Do you see a ton of tomb king stacks in your game beyond the 3 or so stacks standing at their capital?

Love the mod as a hate everyone having 10-20 stacks running around. But i do have a question, how do the tomb kings factor into this as they dont have any unit upkeep?
