Black Ark Building Notification Fix

Are you tired of getting the "Building Upgrade Available" notification for Black Arks even though all building slots are full and the buildings are all at max level?

Me too, so after a few weeks of bashing my head against the ui coding, horde building scripting, and building chains tables, I came up with this workaround....a follower who nerfs Black Ark growth.

To use:
1. All black arks will spawn with a Black Ark Degenerate follower equipped. Be sure to remove at first.
2. Let the ark grow and create buildings as normal.
3. When you fill your last building slot, re-equip the follower to nerf all ark growth. The ark will stop at whatever population points are available and never grow any more. The game will never think you can upgrade buildings because you don't have the population growth to do so.
4. Raid Ulthuan to your heart's content.

***if you're using a mod that increases horde growth, make sure to re-equip the follower before you get 18-20 excess population points after your last building slot, or I'm pretty sure the notification will start again.***

CA - if you're listening, I'm pretty sure this is due to the horde_secondary building template having 10 slots instead of 9, so the game thinks there is a ghost slot to upgrade.
