Adds the skill "Ballistics Instructor" back to the Dwarf Engineer skill tree after it was removed in the most recent DLC.

just a heads up, the placement of ballistics instructor is incompatible with chaosrobies gyrotransport mod, that mod adds a skill that takes the same spot as where you've placed ballistics instructor and overwrites it.
