Thorek Anvil of Doom change

Description
The Anvil I felt was pretty lack luster. Made a simple change and added chain lighting to the ability tree for Thorek. I have removed the winds cost and left the cool down the same for now.

Chain Lighting is unlocked after Anvil of Doom is unlocked in the skill tree for Thorek.

First mod, so feedback is much appreciated. My intention is to add a custom skill as well to match the lore in some books where when struck the Anvil would also unleash a large burst of fire and smoke. But that will come after I learn a bit more on how mods and custom skills work.

I think this might be making Chain Lightning free for all Heavens casters, which is kind of nice. but a bit cheesy.
I've got a weird mod list, so I'm not 100%.

I appreciate the feedback. I'm already looking at cool down timers for it and working on making a couple custom other skills for the Anvil itself.

As well it would be nice to have on other rune lords.

Its nice to have some other forms of crowd control other than the rune of wraith and ruin, basically this is the rune of air from older editions. I do feel that the cool down is a bit short considering that wrath and ruin has a 180 sec cool down plus a shared cool down. Anyway to balance it out a bit just increase the cool down to 60 to 100 sec; you could add the rune of Fire and earth as well if you wanted.
