African Penguin Beach

Description
Super pretty beach habitat for the African Penguins!
Let your African penguins live in luxury, with this man-made penguin beach! I've created this based from real-life beach habitats created for penguins, specifically the penguin beach at London Zoo! It holds about 200 penguins comfortably. I've got about 400 in mine (see the photos) and they're not best pleased about the space in the hard shelter. They're still fine with the water and terrain though!

I cant build it and I dont know why. Can someone help me? I have both DLC and full research on the penguins

It says i need to buy the Australia pack despite it saying it only requires Aquatic and Africa (I have both BTW.) and it annoyed me because I want these goofy penguins in my zoo but I'm not good at building habitats with deep water. ):

The animal enclosure looks nice at first glance, but the visitor path is much too narrow for a zoo with 5000 people and the penguins escape through the underwater viewing point.
