Karl Eglseer historical portrait

Adds a historical portrait for Ausrian and German general Karl Eglseer.
Karl Eglseer was born in Austria on 5 July 1890. He entered the Austro-Hungarian Army in August 1908 as an ensign, serving in World War I. Remaining in the Austrian Bundesheer after 1918, he transferred to the Wehrmacht after the Anschluss with Germany in 1938.
Attention! If you load the save where Germany completed the Anschluss, the portrait will be unavailable since the information about the portrait used by the general is stored in the save - it will have to be edited manually. In all other cases, the portrait works as expected.
