Added spartan foundry and more utility packs

IMPORTANT:
SOS2 has a gift quest market value limit of ~6000 so any single item above that value will not show in any gift quest.

To change this go to: \Steam\steamapps\workshop\content\294100\1909914131\1.3\Defs\QuestScriptDefs\Script_Archotech.xml and Ctrl + F: 1.3. Change that to the (highest market value item in your pool) (divided by) ~4600.

Recommended value for all items: 13 (60000 market value cap for gift).

did not make this a change in the mod because it can make the gifts even more OP so it may not be for everyone.
