Description
This small mod changes power of Free Cities, to be more in line with other special cities in the game.

HP: 40 -> 120
Attack: 3 -> 6

I have no problem with that hp, but id love to see this dmg buff go on a fortress city, 3 damage is fucking piddle for a fortress

It's less then radius 2 noramal cities (150hp), and less then temple cities (200hp).

While I think free cities are way too weak, I feel that this is a bit much hp wise.
