Description
remove all require buildings，require terrain ，require feature ，require adjacent district or other things for wonders.
also remove terrain for districts except dam and canal.

上边那兄弟的意思应该是：无论如何都建不了堤坝，哪怕满足原本的建造条件了也仍然建不了。
因为我也遇到这个问题了。

巴拿马运河奇观那个格子不能拐弯，也不能只有一个格子修建，不确定两边是否必须是陆地

我玩的地球极大，埃及苏伊士运河的地方修不了巴拿马运河，难道是因为泛滥平原？
