Lenient Imperium effects

The mod does what it says. Now the penalties due to an increasing Imperium level are weaker.

How weak? About half the original. It specially affects higher Imperium levels. Lower ones are mostly keep the same. I don't intend to make an overpowered mod, if you're looking for that, go for another mod in the Workshop.

The mod seems to work fine. Is my first time uploading a mod to Steam Workshop, so let me know if I did something wrong.
