Increase_Ships_Limit

Updated to support version 3.11.

Increase titan limit, base increase to 5, and every 50 capacity will increase 1 limit.
Colossus base limit 1 didn't change, but every 400 capacity will increase 1 limit.
Juggernaut base limit increase to 3, and every 250 capacity will increase 1 limit.

Official changes the directory of limit file, if you want to modify this by yourself, you can read my changinglog.
