The update now ensures that curbs will not be drawn if they are covered in snow or sand.
Would you mind adding this to your building define:
<hideAtSnowOrSandDepth>0.5</hideAtSnowOrSandDepth>
It will allow the curbs to become hidden by thick snow then reappear at the same time as tall grass.

I decided to remove it to avoid cluttering the UI and because I felt curbs should be limited to stony materials.
Sorry if you have a ton of them in your base roads.
If you want to still using it, it is remained in the Defs file with commented out, so just remove the commented out line to continue using it.

However it sounds a unique experience for me which means the cause is some other mod in my list - couldn't guess what but I'll mess around and post again if I identify a culprit.
