Loyalty fix (cities not rebelling)

Description
The loyalty fix was fixed in the February 2021 update, but this mod still seems useful for some.

Compatible with all game versions.

Fixes the issue introduced with the January 2021 patch which makes cities unable to rebel, with loyalty stuck at 0 (due to the missing Free Cities leader).


Not compatible with mods that overhaul the game setup, including:
- Sukritact's Civ Selection Screen
- Yet (not) Another Maps Pack (which first implemented this fix and includes it)

well I created a city it said low stability but I didn't care cause it was not gonna revolt but it became a free city. Btw its ok cause civ 6 doesn't work for me anymore like it doesn't let me open it.

@hasansrequiem This fix should not even be necessary anymore. Still, it should not cause any issues unless it conflicts with another mod. What exactly is happening in your games?

@给我胡 Unfortunately, no. The problem is that the "Free Cities" AI is not created when the map is created.

Hopefully, after this terrible NF moneygrab is completed the dev team leaves the game alone and allows the excellent modding community to take over.
