Switzerland Overhaul

This mod makes some tweaks to the "Form Switzerland" decision so that it can be formed as an independent ruler, essentially making this decision compatible with an 867 game.

The mod also adds a new culture, the Swiss culture, that can be formed upon taking the decision to form the Confederacy. This new culture has special innovations, and a unique Man at Arms unit the Swiss Pikeman.

*Tweaks to ‘Form Switzerland’ Decision*
Some changes were made to the decisions such as decreasing council authority (in line with ideals of a loose federation of cantons). The Swiss federation can also officially be formed regardless if the HRE exists, so a 867 run is more viable.

*New Cultures*
Swiss culture is added with a unique cultural tradition: Alpine Supremacy providing bonus’ for the rugged alpine terrain and unlocks the Swiss Pikeman Men-at-Arms in the High Medieval period.
The Rumantsch culture, that has survived in eastern Switzerland for centuries is also playable in both start dates! This culture is based off of LordR's Rumantsch Culture Mod, which I have integrated with their consent.

*Unique Buildings*
St. Gotthards Pass has been added to the county of Grisson. Improving this feature will give bonuses to Taxes and Development.
Habsburg Castle can be built, though at the 1066 historical start it would have already been built in history. This gives a few bonus' to the province of Aargau and to your dynasty and diplomacy! AEIOU!

*Cultural Localization*
I have added cultural localization for the French, Occitain, Cisalpine, Italian, Swabian, Bavarian, Frankish and Rumantsch cultures. This applies from barony level titles, to duchy for the region of old Switzerland.


***Future Plans***
In the future I would like to add:

- Decision or feature that allows Geneva and Aosta to become part of De Jure Transjurania (so that modern borders can be made).
- Special events
- Unique artifacts
- Innovations for the Rumantsch culture
- Potentially work on a “Kingdom of Swabia” and “Kingdom of Alsace”
