Kislev Building icons

Description
Adds icons for different tiers of buildings for the Kislev Reborn mod.


Buildings that are unchanged are already covered by the excellent building icon progression mod here; https://steamcommunity.com/sharedfiles/filedetails/?id=1161902443&searchtext=building+icon+progression

so I don't think it's particularly necessary to duplicate that work, unless it's desperately wanted.
