Description
ROYAL HUNGARY (ELIZABETH BATHORY)
Unique Trait: Tigress of Csejthe
Cities connected to the Capital suffer no Food penalties from Excess Unhappiness. Stagnant or starving cities contribute Food to the Capital until their status returns to normal.

Unique Unit: Székely Guardsman
The Székely Guardsman is the unique Musketman replacement for Royal Hungary. This unit is considerably weaker than the Musketman, however, it may attack an additional time if there are two enemy units nearby and a further time if there are three. The Székely Guardsman can also move after attacking under these conditions. This only applies if the Székely Guardsman begins its turn in your territory, however. The Székely Guardsman can put up a potent defense against invading foes, although it has limited utility otherwise.

Unique Building: Noble Finishing School
The Noble Finishing School is Royal Hungary's unique Garden replacement. Unlike the Garden, this building does not require a source of Fresh Water in order to be built. Instead, it requires that the city first have a Castle. The Noble Finishing School boosts the amount of Food stored after growth. It also does this for the Capital. In addition, it slightly boosts a city's Culture, although it is unlocked slightly later, at Education.

Has anyone else had a problem with settlers disappearing immediately upon being built, with the city population then decreasing?

The Austro-Hungarian Empire was a barrier protecting Europe from the Ottoman Empire for 500 years. Since it protected Europe from the spread of Islam into Europe; if you make a version 2, you might want to add a resistance to conversion by missionaries, etc.
