That's the Wallpaper from Alucard a Vampire from the Anime: Hellsing
(Short description of what the anime is about:
The series takes place in a fictional world based on our times, in which the secret, royal Protestant Hellsing order of knights has been successfully fighting vampires and other undead on behalf of the British crown in Great Britain for centuries. But for some time now there have been not only natives, real vampires, but also freaks, artificially created with the help of an implanted computer chip. Worried about their rapid increase, the organization sends the vampire Alucard to help eliminate the freaks.)

[2] Regarding your usage of effects in the wallpaper, I'm seeing a pulse effect and god rays(?). I'd personally consider changing the color of the god rays to either orange, yellow, or red instead of the default white and maybe adjusting the ray length as well. I'd also suggest adding some foliage sway or water waves to the eyes, arms, hair, etc. whatever you want to be moving instead of leaving the image static. You could of course also add some kind of soundtrack from the Hellsing anime in the background and potentially make it audio responsive as well.

[1] Hello, I wanted to give you some feedback on your wallpaper. When you are in the editor, you should manually set your resolution in the project settings to "1920x1080" (or the closest standard 16:9 resolution to that of the image you are importing) by going to "Edit" > "Change Project Settings."
