Update: found what was causing the issue. Problem should now be resolved. In the meantime, threw in a little bonus.

For whatever reason Jean Bart's peace theme still isn't playing when playing against her (not sure if it might be a mod conflict or not so someone else will need to verify). Trying to investigate what might be causing it.

Hello Slark Cent, if you subscribe to the Skyrim Mods, the Orsinium have the same remain in the game even when all cities have been captured. The Civ can still vote & make deals. Unfortunately liberating one of their cities does NOT give you their votes!
This Civ pair looks like fun.
