Empire -100 goodwill in scenarios Fix

The following mod list will not be permanent -100 goodwill.

1.You don't need to subscribe all mod, just a single race mod is fine.

2. If you add this mod in the middle way, although it shows the -100 goodwill, you can improve the goodwill, like after airdropping gifts, saving NPC or quest rewards.

3.You can remove this mod from the save, but it will go back to the issue of permanent hostility.
