The funny thing about base game Autocracy and Oligarchy, it is like this mod version of Autocracy and Oligarchy, but swapped between the two government types.
-Rather than switching their bonuses, I'd prefer if autocracy and oligarchy had their policy card slots switched instead. For me it makes more sense to keep the bonuses where they are but shuffle the card slots around.
-Buffing fascism is fine, but it might make the AI prioritize it a lot more than they should. It grants a whopping 3 wildcard policy slots, while the other two only grant one. Maybe change communism to have a wildcard replace a military? Alternatively, grant fascism an economic slot instead of a wildcard. Still a buff as economic slots are overall better.
-If possible, could you rename the governments to have better political nuance and refer to systems of governance rather than economic or social policies/philosophies? Look to JDR's "Rule with faith" for what I'm talking about. For example, it replaces "Fascism" with "Military Dictatorship"
