Description
Governments Rebalanced
Governments Rebalanced implements small tweaks to several Governments to improve balance and flavor. The goal is to use these minor changes to make the Government choices more interesting: it shouldn't be such an easy choice to ignore Monarchy every game!
As a bonus, it also improves the text descriptions of each Government's abilities for improved readability and stylistic consistency, such as appropriate use of font icons.

NOTE: THE CHANGES OF THIS MOD HAVE LARGELY BEEN INTEGRATED INTO THE BASE GAME WITH THE FEBRUARY 2021 PATCH. HOWEVER, I'M MAINTAINING THIS MOD FOR THE TIER 3 GOVERNMENT CHANGES I'VE MADE.

Summary
  • Autocracy and Oligarchy's bonuses have been shifted to make more thematic sense. Autocracy is now the military government, and Oligarchy is the tall government. - These changes are now part of the official game.
  • Monarchy is too weak and Merchant Republic is too strong. Therefore, I turned one of Monarchy's Military slots into a Wildcard slot, and debuffed one of Merchant Republic's Wildcard slots into a Diplomacy slot. - These changes are now part of the official game.
  • Same as above for Fascism and Democracy. I turned one of Fascism's Military slots into a Wildcard slot, and debuffed one of Democracy's Wildcard slots into a Diplomacy slot.

I feel like all we need from this mod is the tier 3 stuff. Could almost redo mod and call it, "Tier 3 Governments Rebalanced."

Yeah only Monarchy and Merchant Republic from T2 are same as base game now. Base game T1 Autocracy and Oligarchy are different from this mod.

The funny thing about base game Autocracy and Oligarchy, it is like this mod version of Autocracy and Oligarchy, but swapped between the two government types.

@Tuindwegie, looking at update. The slots are completely different than this mod, and all they changed was T1 Government.

@Tunidwergie, Firaxis did some changes to the Governments, I don't know if it is things from this mod. I am sure later this mod and base game things will be inter-grated, after testing the play.

Not sure where to really ask this at, so I guess I'' try here. Any mods on governors out there? I like the Government tweaks in the BBG Mod that's out there, but I like using Civilizations Expanded and this Govenment Rebalanced mod, and they are not compatible with BBG. I'd love to see a rework to the Governors to suit these other Mods. I grow tired of the Pingala and/or Magnus meta and would love to see things changed similar to what BBG did with theirs (especially Liang).

This mod is just about perfect, but I'd tweak a few things:
-Rather than switching their bonuses, I'd prefer if autocracy and oligarchy had their policy card slots switched instead. For me it makes more sense to keep the bonuses where they are but shuffle the card slots around.

-Buffing fascism is fine, but it might make the AI prioritize it a lot more than they should. It grants a whopping 3 wildcard policy slots, while the other two only grant one. Maybe change communism to have a wildcard replace a military? Alternatively, grant fascism an economic slot instead of a wildcard. Still a buff as economic slots are overall better.

-If possible, could you rename the governments to have better political nuance and refer to systems of governance rather than economic or social policies/philosophies? Look to JDR's "Rule with faith" for what I'm talking about. For example, it replaces "Fascism" with "Military Dictatorship"
