The guide
So let's put this in the most basic way possible

All you need to do is open up the console with CTRL + ALT + ~

You can type help for a bunch of commands, but the ones you'll be using are
sv_maxplayers
steam_lobby_max_members
You can type any number between 1-16 (16 is the maximum) after these.
You can also type the commands back in without the number to check if you did it correctly.

That's all you need! You can create your server using the in-game menu, set up your preferences, and play around.
Modding
Important: As of 8/15, R2API's latest update doesn't allow vanilla clients to join modded servers, and also forces others to have the same mod configs as you. You can only run these servers on 2.4.29 for now.

I'm sure you've realized that with the difficulty scaling, you aren't going anywhere past the first stage with your army of 16.

I'd recommend using r2modman[thunderstore.io] and installing ShareSuite so that everyone gets items from one chest. Only 2.0.1 works with R2API vers 2.4.29

You can add in more mods, but please make sure that there aren't any mods that heavily change the game (ex. General fixes). You can check this by opening your game via the launcher, and looking at the top-left of your screen for the version number. If it doesn't have MOD next to it, you'll be fine. Otherwise, this won't allow vanilla clients to join you.
Creating a Config
If you want a config to do this i'd recommend when in the riskofrain2_data folder and in side of config
you don't interact with the other config files!!!
insert shot here
What you want to do is create a file named autoexec.cfg and input the commands you want
insert shot here
After that just open the console in game and type exec autoexec.cfg or exec autoexec i think and it should work!

@hellsgoalie: I Just wrote a guide about how the math works out in RoR2 in modded lobbies. The answer is yes, the game scales with the amount of players that started the game. If you have 16 players, the game scale goes to hell quickly. If you don't have the Artifacts of Command and/or Sacrifice, it can get very weird very quickly.

@hellsgoalie yes the commands do scale as well also they dont count as cheats allowing achivements only time it'll count as cheats is if you enable cheats through console disabling achivements and unlocks

So just follow these steps and you can host a 1-16 player server? Do the chests scale as well? Just curious how to get the same item ratio. I don't really want to go into adding more mods and nothing from outside the commands if I don't have to. Can you please advise?

When someone tries to join when there are already 4 players, they start new lobby. I tried it in lobby, in character select, and it still didnt work. :(

Thanks Sealess, that's pretty nice to know

@wortzenhein It doesnt show the new number with the lobby tab but it only begins to show when players actually join! and more than 4 people can connect as long as its not the lobby sadly.
