Through Dota 2 Settings

You need Steam overlay (shift+tab) enabled for this.

Go to Options

Navigate to the Social tab


Click on Steam Text Filter settings. This will open up your Steam overlay.


On the browser that opens up, you should see these settings. Select the third one.


You are done.

Through Steam Client

Click on your username on the upper-right corner of your Steam client. This will open up a small context menu. Click on "Account Details"


Go to "Preferences".


Scroll down until you see this. Select the third option as shown.


You are done.

Note

This doesn't seem to work with Steam discussions and guides, at least not consistently.
