The interstellar empire, the Steel Compact, is in constant war with its neighbors. Ambitious, and yet low on manpower, the regime sends some of its most capable from their special forces division to take low population planets in the name of the compact. This process may take decades, but new planets that get added are by then, fully militarized and ready to throw more lives into the fray.
A squad of said special forces land on this rimworld with the sole goal of domination. With the empire at its knees, these troops are vastly underfunded and armed compared with those in the past. They tread on despite this, and are ready for any adversity.
