Report a translation problem
List before it goes into description:
The first copy in Fort Joy can be found on the ground near The Red Prince.
A second copy is available in Fort Joy guarded by the Crocodiles.
Meanwhile, a third copy may be found outside the gates of the first town in Reapers Coast, next to the signboard on the floor.
A fourth copy can be found on a rocky spire in the waters near where you start this act after leaving your ship for the first time, but you'll need either a mobility skill or some way of getting distant items to obtain it
Making it craftable would be a lot more work but I can try to add it to more locations easily enough provided the tools haven't changed much, and I do not believe they have.
With that said: changing the apportation spell itself would likely cause issues as it'd overwrite an ability in the game to do so. I'd be surprised if caused anything major as apport is rarely enough mentioned nevermind used, (hence why this exists) but long story short for it to be a viable mod you'd likely want to use Divinity Engine and simply create a new spell + spelltome for it and place it world for that approach.
Not something I have time for lately though.
On the innate front it might be possible to make Apportation innate? But I don't know enough to make a new spell *and* make that innate easily
