In the editor along the top menu bar click "Settings", then click "Preferences", then the menu will open and the "Enable Stringtable Preloading" option will be in the top "Misc" section.
There is also an option in the settings to enable/disable the pre-loading of strings upon editor start.
If you mean copy them from the menu then there are buttons along the bottom which will copy/export the selected key.
If you mean add your own string table then there is a button across the bottom which will open a menu so you can add your own stingtable.xml file paths.

Every text you see in the game is localized to your selected language.
To localize them the game has localization keys which are replaced with the correct text based on the games language selection.
This mod lists all the localization keys and their corresponding text, based on the language selected in the menu. If you don't make missions or mods then this mod probably won't have any use for you.
