No Royal Clothing Reqs

Description
Removes the royalty clothing requirements for player-attainable titles. The requirement remains for NPC-only titles.

Should be compatible with all other mods.

Hi guys; if anybody's interested, I've went ahead and updated Yarpblats mod for 1.3 (and given them all due credit of course).

@lukako, I used this without problems in 1.2. No such luck in 1.3 though.

Updated to remove requirement for Praetor, Baron and Count.
