I'm sorry I had to look up what SKIF was.... I can't say I know anything about it, I wrote this guide with SKIM in mind cause that is what I'm using.
Best thing I can think of at this time is launch the game and open the Special K overlay, open the texture tool and dump a texture to disk. Find the SK_Res folder that the texture ends up in.
Should be "\SK_Res\dump" that will be where you place the inject folder in the SK_Res,
"\SK_Res\inject"
Only other thing is find out if there is some step to allowing injection maybe it's off by default.

Oh ok, just needing Blue makes it easier to test, but for the path, when I include the \BLUE Altina No Tights\ it loads without issue, but there is no change in the textures. Not sure how to check for errors that don't break the game. Although SpecialK seems to have some options that log various things.
I tried the wrapper option as well with no luck, I got it so that loading through steam shows SpecialK, but still nothing with the textures.
I'm not sure what else I can tell you that might help. I went back through SpecialK walkthroughs, I did see some about white listed games in their forums, in the Injection Config of my SKIF I don't have anything in the Whitelist Patterns, its talking about non-Steam games, I assume it doesn't apply, but maybe not?
Ah, if you have Blue Altina you don't need to download White. Blue Altina comes with the the S-Craft splash art and the menu art. Both packs use 5457D550.dds texture so its conflicting.
I should specify in the guide White is if you just want no tights on white shirt outfit and default with no art, I guess my thoughts at the time were for people who wanted to just use the white shirt for the whole game, thinking back on it now it does seem pointless to have added White version cause you get that with Blue.
Path should be "C:\Users\*******\Documents\My Mods\SpecialK\Profiles\The Legend of Heroes Trails of Cold Steel III\SK_Res\inject\textures\BLUE Altina No Tights\
All files within the Texture folder are read so they can be categorized it folders.
As far as changing the .ini, It shouldn't matter you only have to do that if you were going to pull textures to edit yourself.

I changed the .ini file you mention at the top. I'm unsure if this was necessary.
My path is
"C:\Users\*******\Documents\My Mods\SpecialK\Profiles\The Legend of Heroes Trails of Cold Steel III\SK_Res\inject\textures\8C46B45E.dds" (et al.)
and have the dds files for BLUE Altina No Tights, Emma Without Tights, and White Altina No Tights downloaded.
I have some dlc downloaded but am loading a saved game with nothing cosmetic equipped to Altina.
If I copy in Blue or White Altina's files, On attempting to load a save or area where Altina is rendered I get this error:
failed to load file:
data/D3D11/assetconv_temp/dds_dae/D3D11/chr015_03_conv.
dds.phyre in data/asset/D3D11_us/C_CHR015.pkg (packed),
result=9
Any thoughts on what I missed?

Biggest thing I want to work on is making some custom ARCUS covers.
If it's the textures not loading make sure you have the right directory.
For SKIM the directory should be "C:\Users\****\Documents\My Mods\SpecialK\Profiles\The Legend of Heroes Trails of Cold Steel III\SK_Res\inject\textures"
For custom wrapper "C:\Users\****\Documents\My Mods\SpecialK\SK_Res\inject\textures\ed8_3_PC.exe"
