With the permission of the original map maker chojje, I have been experimenting with 5CP's gamemode logic on Snakewater.

This must be set for the gamemode to work as intended:

mp_match_end_at_timelimit 0

These are recommended playtest settings:

mp_maxrounds 0
mp_timelimit 30
mp_windifference 25
mp_winlimit 0
