I get the radio filter by using the "Equalizer" effect in Audacity. It has a telephone filter that gets the job done.

Quick update on future packs: Dante and V will be coming next, with Vergil to come last. Almost done collecting voice lines for the first two, just need to put them into XCOM now. Trish and Lady packs are looking unlikely as they don't have a lot of lines and change voice actors too frequently to be consistent.
