Enact Legislative Reform
The second in Kai Monkey's More Ambitions series!

This one is a nice and simple one! It represents a ruler reforming, consolidating, reviewing and codifying all the laws of a realm for improved efficiency and justice!

Details
Prerequisites
It is available to any rule who:
  • Is independent ruler
  • Is *NOT* arbitrary
  • Is any of:
    • Is Just
    • Is ambitious and has learning >= 12
    • Has learning >= 16

Success
The ambition is completed after you enact 5 laws.
If at any point the council loses the right to vote on laws, the ruler becomes arbitrary, or the ruler stops being independent, the ambition is aborted.

Dear modder,I thought this mod and your other mod actually can add new event chains to enchant the playing experience. For instance, enact a series Reform may add longterm or short term modifers to the realm rather than tech points. Just an idea.

It is visible in-game and in the screenshot:
You gain 150 culture tech points and 50 economic tech points

what is the reward for completion of the ambition?

It does not apply to succession laws, as the Council does not have say.
Taking power away from the Council is fine as long it's not totally abolished

Does this include succession laws? and does the council have to have full rights (i.e. can I vote to take away council's right to vote on title granting and still get credit for that or any other changes)?
