Battlefield 2142 - The Pan-Asian Coalition

Adds the Pan-Asian Coalition from DICE's Battlefield 2142 into the game as a playable Civilization.

====!!!! IMPORTANT COMPATIBILITY NOTICE !!!!====
This mod requires the Brave New World expansion pack to work, and WILL NOT function properly without it. However, as with every other mod I have created, I have chosen not to modify the dependency setting to require Brave New World, so those that do not have it can use the mod as they please. However, the mod is almost guaranteed to be a horribly broken - but playable - mess without the second expansion pack, so if you do not have the Brave New World expansion pack, proceed into a game with this mod at your own risk.


====Description====
The Pan-Asian Coalition is a military-oriented Civilization with unique units and bonuses that enhance its ability to wage war in the late game, while also having a scientific advantage to help them achieve technological superiority over their rivals. Their strongest advantage however lies in their ability to fight in arctic conditions, with all of their military Units receiving specialized arctic warfare training from their unique trait that gives them a significant bonus to Combat Strength when fighting in Snow and Tundra tiles. This allows their forces to obliterate enemy armies when fighting in such harsh terrain, a bonus that can be extremely advantageous for crushing enemy forces and conquering new territories located close to the north and south poles - not to mention the powerful potential this ability has if used on an Ice Age map type. On top of this, they also receive a bonus to Great Scientist generation which can help to fill up Snow tiles which are notoriously useful for little other than Great Person tile improvements. With large numbers of Academies, the Pan-Asian Coalition will easily be able to rocket ahead of the pack and secure technological dominance before using their lategame Unique Units to destroy their opponents outright.


====Unique Ability - Arctic Warfare====
The Pan-Asian Coalition's version of the Arctic Warfare trait provides a Combat Strength boost for all ground military Units fighting in Snow and Tundra tiles - 15% for Snow and 10% for Tundra - and also provides a +25% bonus to Great Scientist generation.

====Unique Unit 1 - T39 Bogatyr====
The T39 Bogatyr battlewalker is a Giant Death Robot replacer that trades ten points of Combat Strength (having 140 compared to the Giant Death Robot's 150,) for a slightly reduced Production cost and a resource requirement of two Aluminum rather than one Uranium. While not quite as powerful as its vanilla counterpart, it is still easily capable of crushing the enemies of the Pan-Asian Coalition in both offensive and defensive combat. Its main advantage comes from its production requirements, as the battlewalker is much easier to mass produce (as long as Aluminum resources necessary to do so are maintained,) and will allow the Pan-Asian Coalition's Uranium stores to be diverted elsewhere.

====Unique Unit 2 - Type-36 Hachimoto====
The Type-36 Hachimoto is a small hovering Unit that can traverse the battlefield with unprecedented speed and mobility, receiving no movement cost penalties to move over any kind of terrain and having a whopping six points of Movement. Coupled with a varied set of armament and a modest Combat Strength, it is excels at mobile warfare - being capable of reconnaissance duties, hit-and-run attacks, and harassment. In addition, it has a very low Production cost and requires no resources to build, making it very cheap to mass produce and to utilize in large numbers.
