Then I would suspect It's a theme set thing. I used modern wood and glass. Feel free to take a closer look in sandbox mode...

I have already placed a large quarantine so that is not the cause, even your sign cannot be used. so it must be in the construction somehow

Not too sure. I made it in sandbox mode. It has the LARGE Quarantine and Vet Surgery...
