reforms unlock all special force-290 campaign

This mod adds special military forces for players to gradually unlock by reform tree:
24 units from vanilla game
3 units from dlc01-Yellow Turban Rebellion, (mercenaries of Wu Kingdom)
0 units from dlc02-Reign of Blood,
12 units from dlc03-Eight Princes,
12 units from dlc04-Mandate of Heaven,
2 units from flc01-Tao Qian.
5 units from dlc05-A World Betrayed
0 units from flc02-White Tiger Yan

Nearly every reform will have new units be unlocked, but attention general level more than 3 or 6.

For vanilla game, only militia, special units belonging to faction you chose, emperor units have no general type limit. Same as the fact, beyond these three, units unlocked by reforms still require corresponding general type.
