Star chamber increases all lord levels

Description
Hey this is a small simple mod that changes the lizardmen star chamber to give +1 to all lords and still gives +2 to slann only to keep in line with what I think CA wanted.

Great mod, but I noticed that on the cities that I build a Star Chamber that there is an upgrade for the Star Chamber I can build but there is nothing else in the tree.
