You can enter the vehicle from the wheels side. For some reason sometimes it breakes and you cant seat it. To fix it use the carjack on it and seat in it in air. To prevent it from breacking I would recommend seating to a driver seat and moving it a bit after using the gunner seat. I dont really know how to fix this bug :/
