I also looked at how other mods did their thing, and how the vanilla traits were organized in the files.
If you plan on making graphical icons, I would recommend Paint.net since it's one of the only programs that can process .tga files.

I'm sure this is definitely possible, but I'm not sure how I would do it without just creating a trait that everybody has (which is explicitly against what you want). I'm not a very advanced modder so I can't help you very much.
I'd like to encourage you to look into modding the game yourself. It was a pretty simple and enjoyable process :)
