What needs to be done is to go to:
/.paradoxinteractive/Crusader Kings II/mod folder
You can find it inside your ,,Home`` / ,,My Computer`` folder (where you can also find the desktop, documents, etc. folders).
Next up, extract Yandere.zip right where it is.
And there you have it!

I merely directed others to the download links you have provided, I have yet to create a separate .zip containing the German localisation files themselves. I will get to that at some point when I have time.
