KNOWN ISSUES
  • From what i've gathered talking to other people this method may not work on non-windows OS, It may be temporary or it may be from Gearbox's side since the "HD Textures" pack has issues on them as well

If you're reading this guide you've probably come across this issue with the game trying to launch without downloading anything

The way me and my friends fixed it was by going to our steam library, Right clicking Borderlands 2 and selecting Properties

Within the properties window go for the tab to the far right that says DLC

In that tab you will find a list of all the dlcs you own for the game, With respective checkboxes to select if you want them installed on your system or not, Uncheck Commander Lilith & the Fight for Sanctuary and then use the Close button to the bottom right to save the changes.

After this you can try two things

1- Opening Properties once more and rechecking the box, For me this worked fine and the download started immediately

2- Restart steam, Open Properties and then recheck the box, It may help if the download didn't begin immediately without restarting steam

That did it for me and a few friends, Hopefully it works for you.

Extreme measures
If everything fails you can try uninstalling Borderlands 2, Unchecking Commander Lilith & the Fight for Sanctuary, Restarting steam, Checking it again and doing a fresh install, Since all downloadable content you own and have checked should be added to the bulk of the game files.

MAKE SURE YOU HAVE STEAM CLOUD SAVES ENABLED IN THE UPDATES TAB

Uninstalling shouldn't affect the saves folder in My documents, But its better safe than sorry

In the store page the game launcher popped up when i tried downloading it. This seems to have forced it to download properly. Big thanks.

i'd have to take a look at your pc myself to see if i can fix it, so unfortunately i can't help further to get it working, See if the DLC appears on your owned list now from the third screencap.

Yes and at that point the dlc should be added to your collection, Try going to the contents of BL 2 when selecting it in your library, Im referring to the right side part of the window with other friends that play it and the news section and so on, Open the "Find more DLC in store" section seen in the second screencap and see if you can add it from there to your list of owned dlc.

If you're playing on windows but the DLC isn't getting added to your owned list try hitting the download button in its separate store page a couple of times, The one on the first screencap.

I tried to check under the DLC tab, But I don't see Commander Lilith & The Fight for Sanctuary anywhere. I tried uninstalling Borderlands 2, And then install the DLC, But I ran with the same issue (BL2 installed but not the DLC).

I think if you are on linux you are unable to download it because BL2 runs natively but the DLC does not yet. Try running BL2 in Proton to get the DLC working right away
