I think your suggestion requires more treats than adding government type and decisions (f.e. events) so it is beyond the current scope of mine for this mod, but sounds interesting. :)

Tribal Republic. gets the no maintenance tribe levies of tribes (and 4 or 5 of them, so kinda powerful), but every 5 years you have a vote for which of the 5 tribal leaders becomes ruler.
It would be less of a "Democratic" rule since it would be a vote from among tribes, but it would still allow changing rulers every 5 years to change your leader (and stats) and national focus.
It would need to be hard to get into given the power, but it would be a cool government.
Galactic republic? :D
Personally, I think (pseudo) autocratic governments were the best answer for large empires in the ancient era, and could find counterparts for "pure" republics.
Thanks! Monastic order was a candidate for religious 2 & military 1 government, but I think it sounds less militaristic.
