Cheaper Jade Dragon Border Disputes

In the vanilla game the larger your annual income is, the more gold you have to pay for certain events. This mod reduces the cost of scaled income / scaled wealth by 50% for Jade Dragon border disputes casus belli, so you don't have to pay as much gold just because you make more income.

Additionally, the minimum gold and maximum gold you pay has been tweaked.
Counts pay a minimum of 50 gold and a maximum of 201 gold.
Dukes pay a minimum of 100 gold and a maximum of 401 gold.
Kings pay a minimum of 150 gold and a maximum of 601 gold.
Emperors pay a minimum of 200 gold and a maximum of 801 gold.

It modifies "\common\cb_types\01_cb_types.txt"
