Chariot Speed Adjustment

Description
Small adjustment to some of the slower chariots to improve their speed and make them more fun to use.

All chariots now have a minimum of 75 speed.

Should be compatible with most mods unless they also edit chariot movement stats.

seems like changing the run_speed in battle_entities no longer change the speed of the unit. Any clue how to change it now?
