Global Resource Building Bonuses

Description
UPDATE 12-05-2020: Found the error that didn't let me update and fixed the issue where other building effects were removed. Should be working as intended now!

There used to be this awesome mod that made all the resource building bonuses effects factionwide.
To my frustration it wasn't being updated! So i decided to learn it myself and share it with the community.

This mod makes the resource buildings effects faction wide.
Both local AND global recruitment.

I didn't add any new effects, just changed the scope of the effects and modified the value.

EFFECTS:

For recruitment boosting resources;
Level 1: 5% recruitment cost reduction
Level 2: 5% recruitment cost reduction and +1 rank
Level 3: 10% recruitment cost reduction, +2 ranks and 3% upkeep cost reduction

For building boosting resources;
Level 1: 10% building cost reduction
Level 2: 15% building cost reduction
Level 3: 20% building cost reduction
Norsca has 3 resource types that reduce building costs, i balanced theirs at 10% flat
Vampire coast has 13 resource types that reduce building costs, i balanced theirs at 3% flat

When using this mod and starting a campaign as woodelves (Arghwylon or Wood Elves) i get a black screen in the beginning of the campaign, which doesnt go away :/

i explained myself bad.

the first half is correct, handmaidens did not get their +3 ranks faction wide, the other half (about mage all other heroes i am not sure.

i checked and did not have other buildings that increase that many ranks in all my regions but for some odd reasons recruitable heros (and lords, they were at +29 ranks) have that high rank from the get go.

right now i dont know, my game is broken with mods... i will test the second i can

@DeverosTV so if im understanding correctly. the palace of hellebron should give highelves +3 ranks to handmaidens, but instead it gives +39 ranks to mages?

an interesting bug

mortal empires, only mods: tier 4 minor settlements 2 and this mod.

as high elves (tyrion), building captured palace of hellebron from the road of skulls region do not gives +3 ranks to handmaidens facion wide, BUT i have +39 when recruited mages, nobles , loremasters, also +29 to lords.


i am at turn 129, have pretty much all the 'new' continent.

also i had some other mods turned on (before deactivating them all but minor settlement for testing)

really really interesting, i will try it from turn 0 later on with the high elves again
