You need the Gathering Storm Expansion.

[Civilization Trait]
Campus Metropolis - Tree Diagram:
Cities with at least 2 specialty districts can gain +15% Science.
Cities with at least 3 specialty districts can provide +1 Science, +1 Gold from each population.

[Unique Unit]
Lv.5 Judgement:
Special recon unit which replaces scouts. Have better movement and sight range.
(Note: Only Mikoto's Judgement can launch ranged attack. Misaki's Judgement can only melee attack.)

Mikoto Misaka - Misaka Sisters:
Mikoto's unique unit.
Replaces Infantry, has weaker Combat Strength, but much cheaper to train and maintain.

[Unique District]
Special Abilities Institute:
Replace Campus. Each working citizen provides +2 Food, +2 Production.
Trigger a randomly Eureka moment upon completion of construction.

[Leader Trait]
Mikoto Misaka - Scientific Railgun:
Range units earn +1 range bonus (Judgements can launch ranged attack).
After "Electricity" tech, all cities gain +6 Power.
Buildings that provide additional yields when Powered receive +4 of that yield.

Misaki Shokuhou - Mind Out:
Has 5 level of Diplomatic Visibility greater than normal with every civilization that she's met, and generates 50% less Grievances to other Leaders.
Other leaders will be friendlier (+20) to Misaki.
Land Melee units, Anti Cavalry units and Warrior Monks units have chance to capture non-barbarian enemy unit when defeaded it.
