Adds the Oriental Republic of the Uruguay into the game, under the benevolent José Batlle y Ordóñez!

Defence of Joy: Half of your excess Happiness is provided as Production, divided equally between your cities. Specialists provide an additional +1 of their primary yield while the empire is Happy.

Blandengue: Unique Uruguayan replacement for the Lancer. In addition to the normal effects of the Lancer, which it replaces, the Blandengue begins with the Amphibious promotion and may construct Forts and Pastures at the same speed as a Worker. While at war, the Blandengue additionally receives +5% Combat Strength for every city the enemy owns in excess of its owner.

Saladero: Unique Uruguayan replacement for the Workshop. Upon being constructed, the Saladero converts a random Pasture resource (prioritizing Bonus resources) into a copy of the unique Charque Luxury Resource. In addition, Trade Routes to and from a city with a Saladero provide +1 Happiness to both the origin and destination cities.
