Better Imperial Chinese Government

Description
Ck2 does a good job simulating levy based feudal realms with vassal-liege relationships, but does poorly when in comes to tax based imperial administrations run by a class of none hereditary bureaucrats and magistrates. This mod seeks to fix that by changing the way that vassal work in Chinese Imperial to reflect the imperial examination system.

CHANGES

Chinese Imperial Government
--Can now revoke from any tier vassal (king, duke, count, baron) without objection from other vassals (firing an official)

Adopting Chinese Imperial Decision
--no longer requires you to have different dynasty as offmap China (simply adopting Chinese Bureaucracy rather than a challenge to power and legitimacy)
--added requirement: has imperial administration law (both the one with and without conclave work, they are considered 2 separate laws by the game)

New Imperial Bureaucrat Government Type (feudal group)
--Created when Imperial Chinese liege (or any Imperial Bureaucrat sub-liege) grants a city or castle
--Can hold castles and cities without penalty
--Pays max taxes and gives max levy
--Does not gain a dynasty when granted land
--Uses open elective succession (same as republic) (no vassal inheritance loss, no hereditary dynasty rule, no inheritance boarder gore)
--No wrong religion penalty
--Can only revoke with valid reason
--Can only imprison with valid reason
--Can not create Kingdoms and Empires
--Can not inherit titles

Retinue
--base retinue cap per holding 5x normal, maintenance cost still the same (this is to reflect historical standing/professional army sizes at the height various Chinese dynasty in the time period) (I used historical populations, historical population to number of in game holding ratios, max military organization, and historical standing army sizes to come up with this amount. Also the main reason why most feudal realms didn't have large standing armies is a lack of funds rather than some arbitrary retinue cap limit. Historically feudal state often were very decentralized (low crown authority/high council power) and noble/clergy were exempted from taxation, but this shouldn't be a problem for a large centralized tax based empire)

If there is enough interest in this mod, I might do something similar for restored Roman Empire or add some flavor events related to the imperial examination system. Still new to modding btw

i guess delete the defines lua file in the common section of this mod folder, which makes it so the game wont crash immediately, but I'm having trouble finding differences.
