Description
AMERICA (RUTHERFORD B. HAYES)
Trait: Reconstruction Compromise
+20% Production toward all Projects during either a Dark or Golden Age in cities with a unit garrison. Cities without a unit garrison receive +15% Production toward Builders and Settlers and +2 Loyalty per turn.

Agenda: Solid South
Seeks to maintain the loyalty of his cities at the cost of having a large standing army, and appreciates those civilizations that do the same, especially those that aren't warmongers.

Mostly did Hayes for the parallel with Grant.

@matriphijr Alt leaders are affixed onto the base civilization, meaning they always inherit all that civilization's unique traits, i.e. the Film Studio etc.

As a President, though he is seen as below average, he did a great job of restoring faith after Lincoln's assassination. I'm fine with him being here -- I just don't get why a Bomber and the Film Studio are attached to him. Why not a cavalry or melee unit (he was a Brigadier General in the Civil War), and some kind of building that gives a boost to Government, Civic, or Loyalty?

I was just talking to my friend about Civ6 and he was saying how he wishes the United States had Rutherford as a leader. Just seemed like Civ6 wasn't complete. ^S
