1:Unsubscribe and Resubscribe
2:Check you have the wallpapers alignment set to best fit your screen.
3:Have Steam verify the integrity of your apps files, this may not find any errors but will force all workshop content to download/update.
4:Check your steam workshop content files for this one particularly. Unless you've changed your directories it should be under :\SteamGames\steamapps\workshop\content\431960\1518028808
If it's there and not working then something is wrong with your wallpaper engine app. If it's not there then your steam is not downloading the file properly.
