"Just an example showing that you do not need to complete ALL of the Vault 88 Quests, to be able to build the Vault-Tec Population Management System (very useful in finding lost Companions via the VIP capability of the specialized Terminal..). Here, I did only up to where you build the Overseer's Desk and Interview of the potential Vault Dwellers (three quests in). I did not do the other five quests of Vault 88, yet."
