Description
This mod increases the base loyalty value of all government types to 100. This is my personal sweet spot for having absolutely no civil wars, it'll only happen if you go out of your way to get every general from a different party killed in battle.

Thanks to Andrew Boyarsky for pointing me to the RotR government names.

If you would like to choose your own value for certain government types, or just all of them, do the following;

1 - Go to your steam folder (on the drive that the game is installed), navigate to \steamapps\workshop\content\214950\1485960622 and make a copy of svl_higherbaseloyalty.pack, move it to your desktop or somewhere else that's easily accessible. Ideally you rename it to something else.

2 - Download the latest Pack File Manager (https://sourceforge.net/projects/packfilemanager/files/Release/), unzip it, run and point it to your game install paths. (cancel on the ones you don't have)

3 - Open Pack File Manager, go to 'File -> Open...' (or press Ctrl + O) and navigate to the 'svl_higherbaseloyalty.pack' file (or the renamed one) that you've copied earlier.

4 - Extend the directory on the left side of the window (green arrow in the image below) until you reach 'svl_hbl_effect_bundles_to_effects_junctions' and click on that. The database will open on the right side.



5 - In the database you will see the effect_bundle_key column, which has the government types in it. In the value column (red arrow in the image above) is the base loyalty value. Change this to whatever you desire (for either some types, or all. In which case you change the values in all of the rows.

6 - When you are done, go to 'File - > Save' (or Ctrl + S). After that you go to where you saved the file and move it to your game's data folder. (steam folder -> steamapps\common\Total War Rome II\data) You can also 'Save As' and save it straight to your data folder.

7 - It should show up in your mod manager. If you want it to have a picture, save a .png file to the same data directory, with the same name as the .pack file. Image size is 256x256.

8 - Test it, assuming I haven't completely messed up explaining this, it should work.

Work in Wrath of Sparta for Kingdom government type, but does not apply to the other government types. Is this grand campaign only?

I can't test it right now but here is mod with changed values to 50 instead of 100 {LINK REMOVED} (unzip and put both in Steam\steamapps\common\Total War Rome II\data) You'll have to unsubscribe from this one though.

Does 'More loyalty, less secession' not work anymore? Or is that too little?

I just meant I would prefer a bit lower number, somewhere between 30-50, so its not impossible to get a civil war as it adds some excitement to the campaign.

I and many others would greatly appreciate it if you could make that :heart:
